Play a leading role in nationally significant mahi that supports the recognition of Māori customary rights in the marine and coastal area.
This is a rare opportunity to help deliver a dynamic, high-profile work programme, leading key relationships with Māori.
Te Takutai Moana Act 2011 and Ngā Rohe Moana o Ngā Hapū o Ngāti Porou Act 2019 provide for recognition of customary interests of iwi, hapū and whānau in the common marine and coastal area of Aotearoa New Zealand and its offshore islands. The legislation also provides for the right of all New Zealanders to access and use the common marine and coastal area.
As a Senior Analyst in our Engagement team, you’ll bring policy, relationship and delivery skills to support applicants and help implement this important legislation. You’ll be a key part of ensuring our work is delivered on time and to a high standard. In this role you will:
- lead discussions with and applicants and support them through the takutai moana determination process
- develop high-quality advice on process and operational policies
- prepare briefings and related advice to the Minister
- represent Te Tari Whakatau in external meetings and contribute to wider organisational initiatives
- mentor analysts and support consistency across the team and organisation.
Ō pūkenga/Skills and Experience
We’re looking for Senior Analysts who bring:
- experience in navigating complex policy environments
- sound understanding of the machinery of government and political landscape
- experience establishing and effectively maintaining relationships with whānau, hapū and iwi
- strong strategic, analytical, and critical thinking skills
- ability to be adaptable, be proactive and show initiative, and apply problem-solving skills
- excellent research, writing, communication, and presentation skills
- agility to work at pace to a high standard in a complex environment
- ability to work across interdisciplinary teams and provide thought leadership

Te Tari Whakatau is a Departmental Agency of Te Tāhū o te Ture - the Ministry of Justice. Our mahi supports the Crown to address historical breaches and obligations under Te Tiriti o Waitangi.
A core part of our work is supporting pathways for recognising Māori customary rights under the takutai moana legislation, helping to restore the Crown's relationship with Māori.

Utu ā-tau/Salary
The appointing salary for this role will be between $112,766 and $154,680 based on skills and experience.
