Would you like to be part of a multi-disciplinary team that works to create more liveable towns and cities to support and improve people’s wellbeing (hauora), enhance the environment and develop stronger integration of transport with housing, land use and urban design? We are looking for a high-performing Principal Policy Adviser to join our Placemaking & Urban Development team at Te Manatū Waka Ministry of Transport in our Auckland office.
Te Manatū Waka is the Government’s lead adviser on transport policy. We are a small but agile Ministry – which is perfect if you are after a chance to shine!
About the Placemaking & Urban Development Team
The Placemaking and Urban Development team works across the transport system, including with crown agencies, to advise the Government on how transport choice can enable well-functioning towns, cities and regions, and support great places and communities.
The team plays a crucial role in delivering the Government’s ambitions for cities. This involves integrating approaches to transport policy on matters such as inclusive access, lowering emissions and investment, with priorities for land use, urban growth, resource management and placemaking. This relies on creating and maintaining strong working relationships with a number of central and local government agencies, and other important stakeholders.
Being Auckland based, this role will have particular focus on placemaking and urban development challenges that our largest urban centre faces. There will be emphasis on helping the sector to achieve some bold emission reduction challenges through urban design and street changes, and influencing and incentivising Aucklanders to take up more active and shared modes of transport.

The team have a work programme with various opportunities, including:
- Optimising mode shift opportunities through urban form and use of street space to support growth, reduce emissions and improve access to social and economic opportunities
- Ensuring transport investments positively influence the future growth, spatial form and economic function of cities and corridors
- Providing thought leadership for major transport projects and programmes and partnerships and ensuring the associated outcomes support thriving cities and regions
- Helping shape the strategy of transport infrastructure planning in our cities
- Providing leadership across the transport sector for place-based initiatives.
Being a Principal Adviser
The Principal Adviser is an important member within the Placemaking & Urban Development Team, providing thought leadership and helping to deliver the team’s key objectives. Working with Ministers, public sector leaders and senior stakeholders, this is a perfect opportunity for someone with enthusiasm for action and delivery.
You will support the overall capability of the Placemaking & Urban Development team, coach team members, and represent the Ministry across the government sector. This is also an opportunity to be part of our Principal Adviser cohort, leading collaboratively across complex programmes of work and accomplishing shared goals.
You will join us from a background where you’ve gained experience in leading and steering projects, problem-solving complex policy issues, and assessing options. You’ll be comfortable working with ambiguity and enjoy working in a dynamic environment providing services to multiple stakeholders across the Ministry and wider sector. You will need to be proactive and collaborative in all you do and communicate complex concepts to a range of audiences.
You will demonstrate knowledge of policy analysis frameworks, tools and techniques and a solid understanding of government and parliamentary processes. You will be an effective communicator with strong influencing skills.
This role is based in our Auckland CBD office, and you will be working closely with our Wellington based team, either via Teams or on the odd occasion you may be required to travel to the Wellington office.
The salary step range is between $111,686 - $153,000 per annum, depending on experience and this will be assessed during interview stage.
