About the Domain Strategy, Economics & Evaluation Team (DSEE)

Te Manatū Waka, Ministry of Transport is the Government’s lead advisor on transport, and the transport system’s lead. Through our advice, we aim to improve the overall performance of the transport system and to achieve better value for money for government from its investment in the transport system.

The DSEE Team is responsible for leading and undertaking economic analysis, appraisal and assessment, managing and delivering the evaluation programme on Ministry policies and projects to understand impacts/ effects and lessons learnt, and providing sector direction on the establishment and use of the transport evidence base including the collection, use and sharing of data, research and analytics across the transport sector.

The team also assumes responsibility for all matters relating to 'big data', appraisal and assessment and evaluation methods. In proactive this means the team has a cross cutting role across the work of the Ministry and supports internal policy teams across the policy development cycles. The team has close links with both national and international organisations helping develop and implement best practice in the areas of transport appraisal, assessment and evaluation.  A fundamental part of our work over recent years is ensuring any appraisals cover wider wellbeing impacts and effects, equity analysis and over recent years the team has been heavily involved in helping develop and shape initiatives relating to emissions reduction.

Most important is your capability to grow and manage a team to deliver robust, high quality advice to ensure we continue to deliver our high-profile work programme.

Being a Manager

As the Manager of the team you will get the opportunity to ensure transport interventions deliver the desired outcomes through the provision of robust analytical and research support.

You will lead the team (10 - 11 staff) who collect, develop, and analyse transport evidence and apply them to inform policy decisions that have a real impact on the lives of New Zealanders. You will have the opportunity to discuss the use of transport evidence at Ministers’ meetings.

You will also lead the team in ensuring there is a sector wide approach to the collection, development and use of evidence, tools and research for the Ministry and the transport sector. You will enjoy fostering and developing internal and external relationships to develop, share and apply transport evidence in the development, assessment, and evaluation of interventions.

Some of the work you will be involved in could be:

  • Leading the development of a strategic approach to the building of transport evidence, appraisal, economic, evaluation and research capability and capacity across the transport sector and more broadly
  • Providing the operational leadership required to successfully define, implement, refine and deliver the organisation’s requirements in the areas of transport assessment, appraisal and evaluation 
  • Ensuring that the advice and intelligence generated by the team strengthens the effectiveness and efficiency of advice from the Ministry to the wider transport sector through making the information available in a public forum

What you’ll bring to the role

As the manager of the team, you’ll either be an experienced people manager or have proven capability as a people leader seeking to step up into a management role. You will be looking for an opportunity to maintain and develop a high performing technical team and function. You’ll be someone who thrives on creating a positive performance culture for your team.

You’ll be comfortable working with ambiguity and enjoy working in a dynamic environment providing services to multiple stakeholders across the Ministry and wider sector. Your proactive and collaborative communication style allows you to be influential with key stakeholders.

You’ll bring a strong track record and capability in leading the use of evidence in decision-making, with a familiarity working with Government.  You’ll demonstrate your strong understanding and ability to influence decision making across multiple stakeholders.

The salary step range for this role is $159,059 - $210,00. The successful candidate will be appointed at a salary which reflects individual skills and experience.
